Oggy and the Cockroaches — S2 E27 - The Wonder Whistle

Oggy receives a time-freezing whistle in the mail (along with some ear muffs). But when the cockroaches take notice of this, they trick him into thinking that he has frozen them in time. And upon doing so, they steal the whistle while Oggy’s asleep and cause mayhem in the city.
